Melvin E. Clark, Jr., Esquire, the founding owner, president and CEO of the Metroplex Corporation, currently serves as Chief Executive Officer of G.W. Peoples Contracting Company, Inc. 

Metroplex was founded in 1983, and became the premier minority rail construction contractor in the United States.  Under Mr. Clark’s leadership,  Metroplex established a national reputation of excellence. It was sold to the British construction and engineering firm, Balfour Beatty in 2000.  At the time of sale,  Metroplex was actively performing on projects such as the Alameda Corridor Project  in Los Angeles ($65 Million), a Bay Area Rapid Transit  Project in San Francisco ($40 Million) and The Southern New Jersey Light Rail System in Camden, New Jersey ($55 Million), which were, at that time, the largest transit construction projects in the country.

Mr. Clark holds a degree in accounting from the Pennsylvania State University, a law degree from the Northwestern University School of Law, and a Master’s Degree from the Northwestern University Graduate School of Management.  While attending Northwestern University, Mr. Clark was also employed as a labor consultant to Chicago United, where he developed a plan for increasing minority participation in the construction trades industry.  He also worked as a member of the tax staff of Ernst & Young.

Mr. Clark worked as an Associate Attorney with Klett, Lieber, Rooney & Schorling where he obtained invaluable experience in corporate planning for construction companies, construction litigation, and labor law.  He also fulfilled a four year commitment as an attorney with the tax division of the United States Department of Justice.

Always aware of the importance and benefits derived from idea and strategy exchange with executives from various industries, Mr. Clark is a member of the Washington/Baltimore Chapter of the Young President’s Organization, Inc. (YPO).  YPO is a privately organized, not-for-profit executive education organization of more than 20,000 presidents and chief executive officers worldwide.  YPO is committed to the development of ‘better presidents through education and idea exchange’ by providing challenging environments promoting the exchange of ideas and shared experiences.

Mr. Clark is also a member of the Black Young  Presidents’ Organization (BYPO) a part of the YPO.  BYPO was created to focus on environments and interactions unique to its Black members, as well as, to have members share their respective business and social networks, while increasing minority membership in the YPO.

Mr. Clark has received Presidential Appointments to the Board of Directors of the Pennsylvania Avenue Development Corporation, the Board of Governors of the United Service Organization and the Board of Directors of the Overseas Private Investment Corporation.

Mr. Clark was a private sector representative for the U.S. Department of State at the United Nations Trade and Development Conference in South Africa; a member of President’s Clinton’s White House Mission to Africa as well as a part of TransAfrica Forum’s trip to Haiti.

Working closely with the Democratic National Committee, Mr. Clark is very active in Democratic politics.  During the Clinton Administration, Mr. Clark recommended and formulated the creation of the SBA’s Mentor-Protégé Program, whereby minority 8(a) companies could be mentored by larger companies to compete in today’s marketplace.  Today, the SBA’s Mentor-Protégé program has been replicated throughout the federal agency system.  Metroplex and G.W. Peoples signed the first Mentor-Protégé Agreement with the SBA.

Currently an aggressive advocate for small and disadvantaged business concerns, Mr. Clark acts as an advisor to the White House Task Force on Small and Disadvantaged Business, and serves on the Executive Committee of the Congressional Black Caucus Institute’s 21th Century Council.  The CBCI launched the 21st Century Council to identify issues key to ensuring a sound future for all Americans and to provide workable solutions to the White House and U.S. Congress to meet these challenges.

As Chief Executive Officer for G. W. Peoples Contracting Co., Inc., Mr. Clark will continue to mentor and advise senior management on all aspects of marketing, management, and construction decisions.  He intends to re-energize G.W. Peoples, and position it as a premier rail contracting company to take advantage of the substantial growth potential occasioned by a welcome renaissance in the rail industry.

Gary W. Beam    
Gary W. Beam - appointed Position of Chief Financial Officer Effective May 1

Gary W. Beam has an extensive background in financial management and corporate fiscal oversight having served as the Rail Transit Controller for Balfour Beatty Rail Inc., since 2004. There, he was responsible for administration of all aspects of financial operations, and reported directly to the chief financial officer. Gary is a welcome addition to G.W.P.’s senior management line-up and is no stranger to its current executive staff. Indeed, he has actually come full circle, since he began his long and illustrious railroad career with G. W. Peoples in the early 80’s. Later, in 1987, Gary began work as Director of Finance with Metroplex Corporation, a firm founded by G.W.P .’s current Chief Executive Officer Melvin E. Clark, Jr. Under Melvin’s leadership, Metroplex went on to become the premier minority-owned railroad contractor in the country, and Melvin and Gary forged a strong personal and professional bond that endured beyond the sale of Metroplex to Balfour Beatty in 2000.

An individual of profound faith and integrity, Gary is a proud husband and father and finds time to serve as Treasurer/Board Member of the Washington Christian Outreach, which provides food and clothing to the poor and needy throughout Washington County.

Hometown High Bridge
bridgeUnder the supervision of Senior Project Manager Bob Cain, GWP recently completed the rehabilitation of the Hometown High Bridge which extends 290 feet in the air over the Schuylkill River, in Hometown, Pennsylvania. Bob Cain and his team rattle snakecompletely redecked the 975 foot bridge, originally built in 1931 and currently owned by the Reading and Blue Mountain Railroad, changing all the 820 switch timbers, replacing the walkway and hand railings, and installing new welded rail and Pandrol plates.
 
Ralph Golick    

Ralph Golick joins the executive staff as in the position Senior Vice President.

Mr. Golick joined G. W. P three years ago after working for prime contractors on many projects for which G.W.P was a subcontractor.  He has spent 39 years in the rail construction industry and has had major responsibility for the successful completion of projects for some of the largest transit agencies in the country including Bay Area Rapid Transit (B.A.R.T.) in San Francisco, Dallas Area Rapid Transit (D.A.R.T.) in Dallas, TX, SEPTA in Pennsylvania, Massachusetts Bay Transportation Authority (M.B.T.A.), Washington Metro Area Transit Authority (W.M.A.T.A.) in Washington D.C and New York City Transit Authority. He has worked for some of the largest rail construction prime contractors including Delta Railroad Construction and Balfour Beatty and worked on projects as varied as rebuilding the track at Ground Zero in New York City and building the Intermodal Rail Yard in Joliet, IL.

William Frey    

William Frey has been promoted to Vice President – Operations.

Mr. Frey spent 9 years as G.W.P’s Pennsylvania Regional Manager and Operations Manager until his promotion where he is responsible for all of the day to day operations including planning, staffing and supervising projects for maximum operating results. As Vice President, he is responsible for quality assurance, establishing the Company’s policies, standards and procedures for all projects in the region and collaboration on targeting projects and developing bids.  Mr. Frey has over 35 years experience in railroad engineering and operations and is expert in all aspects of operations and management including scheduling, budgeting, financial management, contract administration, and maintenance standards.  Prior to joining G.W.P., he spent 28 years in operations and management roles at various regional rail construction companies, including Pittsburgh & Lake Erie Railroad Company, where he spent 18 years directing all major construction projects and designed and upgraded a Class 4 railroad to a Class 2 railroad for CSX.  Mr. Frey received a B.S. in Mathematics from Edinboro University.
